HMRC’s printed matter zero-rating rules mainly apply to specific printed items such as qualifying books, leaflets, pamphlets and brochures, and do not automatically apply to advertising displays, signage or banner products. There are special VAT rules for some charity advertising situations, but for normal business banner and signage orders, VAT should usually be expected.
